Mr Hak Chan served in the Government of the Hong Kong Special Administrative Region for over forty years as professional land surveyor and advanced to the rank of Deputy Director of Lands Department before retiring in 2002.  He pioneered to exploit Geographic Information System technology to set up the first land information system in the Government to computerize all the maps and land records in the Department and this has formed the basis for most of the geographic information systems in the public and private sectors.

He is a Fellow Member of the Hong Kong Institute of Surveyors and Royal Institution of Surveyors, and as Past President of Hong Kong Institute of Surveyors (2001-02).  He is also a Registered Professional Surveyor (Land Surveying) and Authorized Land Surveyor.  In 1998, he was appointed as Advisory Professor to the Wuhan University, China, and in 2002 he was awarded with the Bronze Bauhinia Star of the HKSAR.

Mr Chan is now the director of a survey consultancy establishment, offering consultancy services in land and engineering survey, land boundary survey and geographic information system.
