Smart City Blueprint 2.0
SCC 一直關心香港智慧城市發展,並於2016年及2020年就香港智慧城市藍圖向政府提交建議文件。政府2020年12月10日公布《香港智慧城巿藍圖2.0》,提出逾130項智慧城市措施,SCC 隨即回應,包括在12月11日發放新聞稿,及聯同數碼港於2021年1月14日舉行《香港智慧城市藍圖2.0》網上論壇。
創新及科技局局長薛永恒先生在論壇上介紹《藍圖2.0》重點,政府資訊科技總監林偉喬先生參加隨後的討論環節,數碼港行政總裁任景信先生及SCC會長楊文銳先生就《藍圖2.0》如何加快香港的智慧城市發展,及可以如何幫助我們應付未來的挑戰進行熱烈討論,討論環節由SCC榮譽會員凌嘉勤教授主持,SCC副會長兼智慧城市學院(SCA) 執行總監秦仲宇先生擔任大會司儀。是次論壇共吸引超過 300 名公眾線上觀看 (連結)。
The Government released on 10 December 2020 the Smart City Blueprint for Hong Kong 2.0 with more than 130 smart city initiatives. SCC organized/engaged a number of activities on this subject, further to issuing a press release on December 11, SCC organised a “Smart City Blueprint 2.0 webinar” jointly with Cyberport on 14 January 2021, at which the Secretary for Innovation & Technology Alfred Sit introduced more details about the Blueprint 2.0. Government Chief Information Officer Victor Lam, Cyberport CEO Peter Yan and SCC President Gary Yeung exchanged views at the panel discussion. SCC Honorary Member KK Ling was invited to be the moderator of the panel discussion, while SCC Vice President Daniel Chun was the MC of the Webinar. (link)
SCC副會長兼智慧城市學院(SCA) 執行總監秦仲宇先生1月6日應邀在全國工商聯房地產商會主辦的第34屆Guru早餐研討會擔任客席講者,探討《香港智慧城市藍圖2.0》的重要性。
另外,1月29日秦先生應香港董事學會的邀請,在該學會的 Global Directorship Programme,詳細介紹香港智慧城市的發展、SCC的建議,及就政府在《藍圖2.0》提出的新舉措作出分析。
Smart City Academy (SCA) Executive Director and SCC Vice President Daniel Chun shared with members of China Real Estate Chamber of Commerce HK at its 34th Gurus’ Breakfast Chitchat Webinar on “What does the HKSAR Smart City Blueprint 2.0 mean for us?” on January 6.
In addition, Mr Chun also explained the details of "Roadmap and Development of Smart City in Hong Kong" at a training under HK Institutes of Directors Global Directorship Programme on January 29.
創科發展專業論壇有關「電子政府策略、計劃和措施」環節在2020年12月9日舉行,由香港創科發展協會副會長錢國強先生主持,副政府資訊科技總監黃志光先生介紹政府最新的「智慧政府」政策及方向,SCC會長楊文銳先生在會上分享意見。
SCC President Gary Yeung shared his views at a session about Smart Government at 2020 ITDEF PRO Forum on 9 December 2020 in response to DGCIO Tony Wong’s introduction about Smart Government policies. Hong Kong Innovative Technology Development Association (HKITDA) Vice President Mr Kenny Chien was the moderator of the session.
SCC, iProA and HKSiA support GBA Youth Employment Programme
政府1月8日宣佈推出大灣區青年就業計劃,資助港資企業聘請本地畢業生,香港創科業界三個協會包括SCC、互聯網專業協會及香港軟件行業協會發表聯合新聞稿,宣布推動會員公司參與計劃,預期三個協會可提供合共100個創科職位。
三個協會並於2月4日舉行網上講座,由創新及科技局首席助理秘書長張佩珊女士、創新及科技局總行政主任黃慧紫女士,及勞工處高級勞工事務主任楊子傑先生講解「大灣區青年就業計劃」詳情。
The Government announced on January 8 the launch of the Greater Bay Area Youth Employment Scheme to encourage and support young people to work and pursue their careers in the Greater Bay Area (GBA). SCC, jointly with iProA and HKSiA, invites Member enterprises to support the scheme. A joint press release was issued on January 12, pledging to offer about 100 job vacancies for young people.
In addition, the three associations held a joint webinar on February 4 with government officials from Innovation and Technology Bureau and Labour Department to give out more details about the Scheme.
Promoting I&T is the right direction for HK’s long-term development
智慧城市聯盟歡迎財政司司長陳茂波在發表新一份《財政預算案》中,強調「儘管香港面對疫情及內外環境的巨大挑戰,推動創科是香港長遠發展的正確方向」。聯盟相信預算案中提及一系列有關促進數碼經濟的新措施,及多項促進創新科技的政策,有利推進香港智慧城市發展。
粵港澳大灣區發展方面,智慧城市聯盟認同財政司司長有關大灣區是香港參與國家經濟內循環的最佳切入點的看法,期待政府繼續透過不同計劃,協助港商及青年人把握大灣區發展的機遇。
In his budget speech on February 24, Financial Secretary Paul Chan said despite the huge challenges imposed by the epidemic as well as the internal and external environments, promoting I&T is the right direction for the long-term development of Hong Kong.
SCC cheers the list of measures aimed at boosting the digital economy and I&T including strengthening I&T infrastructure, nurturing talent, promoting research, and supporting start-ups as announced in the government’s spending blueprint.
SCC also backs Mr Chan’s ideas that “the GBA is the best entry point for Hong Kong to participate in the domestic circulation of our country’s economy” and expects the government to help HK businesses and youths grasp the opportunities arising from GBA development through various schemes.

香港中文大學醫院2021年1月6日正式投入服務,SCC榮譽會長、會長、及跟醫護服務有關的副會長及顧問,於2020年11月30日參觀中大醫院,與該院執行董事及行政總裁馮康醫生會面。
CUHK Medical Centre commenced its service on 6 January 2021. SCC’s core members including Honorary Presidents and President, together with the Vice Presidents and Technical Advisors in health sectors, visited CUHK Medical Centre on 30 November 2020 and held a meeting with the Executive Director and CEO Dr Fung Hong.
Exchanged Views with Department Heads of Buildings, Lands and EMS
香港測量師學會2020年11月28日舉行周年會議,主題是 “Beyond 2020 - The Trend of Surveying”,SCC是會議支持機構之一。發展局局長黃偉綸先生發表主題演講,SCC創辦人兼榮譽會長鄧淑明博士主持第一個答問環節,與屋宇署、地政總署及機電工程署的署長討論測量專業發展。
Dr Winnie Tang, Founder and Honorary President of SCC, attended the Hong Kong Institute of Surveyors Annual Conference on 28 November 2020 and was invited to be the moderator of a panel discussion. She exchanged views on the trend of development for the surveying profession with the heads of Buildings Department, Lands Department and Electrical and Mechanical Services Department. All participants expected Hong Kong would be further developed into a more livable and international smart city.
Integrating Knowledge of New Technology into Service Development
SCC 副會長黃慧敏女士應邀出席東華三院2020年11月28日舉辦的第5屆亞太區問題賭博及成癮問題研討會,就《新科技知識與服務發展的融合》發表演講。
SCC Vice President Ms Rosana Wong attended the 5th Asian Pacific Problem Gaming and Addiction Conference on 28 November 2020 to share how the applications of advanced technology including IoT-enabled devices, sensors, 5G, AI and robotics improve access to care, quality of care, reduction in the total cost of care as well as moving ahead in the new normal since IoT has proven to be helpful in the current COVID-19 situation where it has enabled prediction and monitoring mapping alerting the public of the outbreak situation. Ms Wong also introduced the integration of the advanced technology in other areas, for instance, double ageing community and barrier-free smart mobility. It is expected the knowledge of new technology is definitely reshaping the services development in the community and around the world.
MoU signed w/ Indonesian developer at Belt n Road Summit
由香港特別行政區政府及貿易發展局(TDC)主辦的「一帶一路高峰論壇」2020年11月30日起一連兩天於網上舉行,印尼總統維多多應邀作主題演講,行政長官林鄭月娥致開幕辭。在政府「一帶一路」專員葉成輝先生及TDC副總裁劉會平先生見證下,SCC會長楊文銳先生隨即於11月30日中午與印尼企業PT Graha Buana Cikarang 透過網上平台簽署合作備忘錄。該企業是印尼上市工業園區營運商PT Jababeka Tbk 的子公司,其母公司在印尼多地營運工業園區及發展新城鎮。雙方同意在智慧出行、電子醫療、防災、環境能源等方面研究合作。
楊文銳會長並參加12月1日的論壇周年圓桌會議,來自19個國家和地區共70位嘉賓網上出席該會議。
The 5th Belt and Road Summit, jointly organised by the HKSAR Government and the HK Trade Development Council (TDC), took place on 30 November and 1 December 2020. Witnessed by Belt and Road Commissioner Denis Ip and TDC Deputy Executive Director Patrick Lau, SCC signed a memorandum of understanding on November 30 with an Indonesia-based enterprise, PT Graha Buana Cikarang, with an aim to expand Hong Kong’s smart city technology to Southeast Asia. The enterprise is a subsidiary company of a PT Jababeka Tbk, which is a listed industrial estates operator in Indonesia managing various industrial estates and developing new towns in different areas of the country.
SCC President Mr Gary Yeung also attended the BnR Global Forum Annual Roundtable online together with 70 members from 19 countries and regions.
HK Smart City Pavilion @ China Smart City Expo in Beijing
由國家發展和改革委員會指導,中國城市和小城鎮改革發展中心及智慧城市發展聯盟舉辦的「中國智慧城市博覽會」(智博會) 2020年12月3至5日在北京展覽館舉行。SCC在會上設置「香港智慧城市展館」,向內地官員及企業,展示26家香港公司的物聯網、金融科技和信息安全服務。當前中國有超過500個城市正在推動智慧城市建設。
「香港智慧城市展館」獲工業貿易署「工商機構支援基金」撥款資助。香港數碼港、香港資訊科技聯會和香港軟件行業協會為合作機構。SCC會長楊文銳透過「香港智慧城市展館」現場的大屏幕,向進場的領導、企業和參觀人士介紹香港智慧城市的概況。
SCC set up a Smart City Pavilion at the “Hong Kong Smart City Pavilion” in China Smart City Expo held at the Beijing Exhibition Hall on 3-5 December 2020 to promote Hong Kong’s smart city services to mainland users and officials. Organised by China Centre for Urban Development and Smart City Development Alliance, the China Smart City Expo is a leading event of its kind in China. At the HK Smart City Pavilion, the products or services of 26 Hong Kong companies in IoT, FinTech and Information Security sectors were presented to mainland users.
The pavilion was sponsored by the Trade and Industrial Organisation Support Fund from the Trade and Industry Department of HKSAR Government, with Cyberport, HK Software Industry Association, and HK Information Technology Joint Council as Collaborating Organizations. Publicity efforts at the HK Pavilion included event website, press releases and advertisements targeted at mainland media, event booklets and TV wall introducing the performance of the Hong Kong ICT sectors.
SCC Booth and CSDI Seminar @ Virtual InnoCarnival 2020
由創新科技署主辦的創新科技嘉年華2020(網上)於12月23-31日舉行。SCC是參展單位之一,除介紹SCC的宗旨和活動外,並向公眾介紹地理信息系統技術,及舉行網上講座,由SCC空間數據基礎設施委員會主席鄧兆星博士講述「現代科技在智慧城市發展中所扮演的角色」。
SCC staged a pavilion to promote CSDI at the “Virtual InnoCarnival 2020” organized by the Innovation and Technology Commission from 23-31 December 2020. Dr Kenneth Tang, Chairman of SCC SDI Committee, spoke on “The Roles of Modern Technologies in Smart City Development” to the audience of the virtual exhibition.
Social Innovation Regional Forum 2020
SCC榮譽會員凌嘉勤教授是理工大學賽馬會社會創新設計院(JCDISI) 總監,JCDISI去年第四季舉辦為期兩個多月的「社會創新區域論壇」,主題是「以雙智慧應對雙老化」,活動包括主論壇、專題研討、網上展覽等。SCC 於2020年12月11日舉行的活動「主論壇」設置展位。

Trust Over IP
由香港公匙基建論壇(HKPKIF) 主辦的「可信數碼認證生態系統」的國際研討會於2021年1月12日和19日舉行。是次國際論壇邀請了香港的政、商、學專家,及美國、加拿大及歐洲等科技專家,暢談推動透過區塊鏈技術的自我管理數碼認證技術,隱私數據管理及全球法人機構識別編碼(LEI) 的標準在香港的發展機遇及潛力。
首場研討會聚焦在政府及科技業界於疫情常態化的情況下,如何透過此自我管理數碼身份認證技術,以可驗證的數碼證書和Trust Over IP (ToIP) 的開放標準去解決數碼身份的管理、認證,並處理KYC、數據收集和法規遵從性的問題。SCC是活動的Knowledge Partner,會長楊文銳先生也於1月12日研討會上分享其看法。
HKPKIF主席、SCC eID委員會副主席陳婉華女士表示,ToIP不但在設計上充分考慮到私隱的保障,滿足香港人最重視的《個人資料(私隱)條例》,更以自我管理(分佈式)數碼身份基礎設施,建立可信性的生態系統,並加快完善公共服務的治理,應付尤其疫情帶來的問題。
The Hong Kong Public Key Infrastructure Forum Conference 2021 took place on 12 and 19 January 2021. Themed "Evolution and Localization of Public Key Infrastructure and Digital Identity – Digital Trust Ecosystem", the two-day conference was organised by the Hong Kong Public Key Infrastructure Forum Limited (HKPKIF). Senior representatives from the Government, business and academia sectors and PKI members from HK, and experts from the US, Canada and Europe shared and promoted the concepts of secured digital PKI infrastructure and the relevance of Decentralized-ID (DID) technology for the implementation of digital identity so as to help reopen businesses, speed up public services, streamline KYC and financial transactions, and connect students with employers. SCC was a Knowledge Partner of the event. Mr Gary Yeung was invited to share his views at the January 12 panel.
Post-pandemic E-commerce Development

At a seminar by Metro Finance on 26 November 2020 on the new retail trend organized, SCC President Mr Gary Yeung shared with the audience how new technology could enhance the purchasing experience and boost sales performance.
Introduced Smart City concept to 150 teachers in Liberal Studies

“Urban Transport on the Move” Conference by Business Environment Council
SCC智慧出行委員會主席蘇洪德先生應邀出席2020年11月27日商界環保協會網上研討會發表演講,並在小組討論中分析香港智慧出行的發展、趨勢及挑戰。
Chairman of SCC Smart Mobility Committee Mr Charles So was invited by Business Environment Council (BEC) to represent SCC to be a speaker and a panelist at the BEC EnviroSeries Online Conference entitled “Urban Transport on the Move: Connecting Policies, People and Business Opportunities” on 27 November 2020. Mr So shared with the audience about HK’s key mobility challenges, smart trend in mobility development as well as HK’s Smart Mobility Roadmap at the “Business Innovation and Opportunities in Post-COVID Urban Mobility” session.

GBA Digital Economy Summit
SCC人工智慧及雲端委員會主席楊智添先生代表 SCC 出席2020年11月27日華潤置地在廣州潤慧科技園主辦的粤港澳大灣區數字經濟產業峰會,提出基於兩地一日生活圈的需求,與華潤置地一起探討兩地虛擬園區共建,降低兩地協同工作難度。楊先生在會上表示,SCC 希望與華潤一起推動兩地互認互通、共融共生,服務港人、港企、港城。
Chairman of SCC AI and Cloud Committee Vandia Yang attended the GBA Digital Economy Summit on 27 November 2020 in Guangzhou. The Summit was organised by China Resources Land. Mr Vandia Yang addressed at the Summit saying that there would be much room for co-operation between SCC and CR Land.

由經濟通(ET Net)舉辦的「2020 金融科技大獎」頒獎典禮1月12日舉行。評審主席為智慧城市聯盟創辦人及榮譽會長鄧淑明博士,評判成員包括楊文銳先生和陳家豪先生。楊先生和陳先生也有出席新城財經台2020年12月1日的「2020金融科技發展大獎」活動。
There were two Fintech Awards launched by the mass media. The FinTech Awards 2020 organised by etNet took place on 12 January 2021. Dr Winnie Tang was invited to the Head of Judge. Mr Gary Yeung and Mr Emil Chan were among the judges. Both of them also attended the FinTech Impetus Awards ceremony organised by Metro Finance on 1 December 2020.

The “Bay-Era Inno-Smart Entrepreneur Award” activity is co-organised by SCC and Shenzhen Outbound Alliance, with an aim to recognise the outstanding achievements of young business leaders in the field of innovation in HK and GBA. On behalf of SCC, SCC Honorary Treasurer Mr Sam Fan introduced the activity to Shenzhen officials and business leaders at the event launching ceremony on 12 December 2020. An Award Presentation Ceremony will be held later this year.
“Smart Infrastructure 2021” Conference
2021年在香港科技大學舉行的「2021智慧城市亞洲國際論壇會 — 智能基礎設施研討會」將於5月13日至14日在香港科技大學及同步視像舉行。發展局常任秘書長(工務)林世雄先生及立法會盧偉國議員分別擔任主禮嘉賓及顧問。多個政府部門首長、公私營機構高層及學術界將出席發言,進一步詳情請閱上圖及瀏覽。

The “Smart Infrastructure 2021” Conference, co-organised by SCC, HKUST Civil and Environment Engineering Department, The HKUST Civil and Environmental Engineering Alumni Association, HKUST GREAT Smart Cities Institute and the Hong Kong Institution of Engineers, will take place from 13-14 May 2021 at HKUST. The Permanent Secretary for Development Bureau Lam Sai Hung and the heads of many government departments would deliver remarks on May 13, while the non-government sectors will make presentation on May 14.
