Smart City Consortium (SCC) held its 9th Annual General Meeting and the 37th Council Meeting on 13 May 2025. President Gary Yeung reported SCC‘s activities over the past year and announced initiatives across five business units: Smart City Academy (SCA), support to Geospatial Lab (GeoLab), Greater Bay Area Low Altitude Economy Alliance (LAEA), Learning & Teaching Expo (LTE) and HYAB Funding Scheme for Youth Entrepreneurship in the Guangdong-Hong Kong-Macao Greater Bay Area.

SCC智慧生活展館 @香港國際創科展 2025 SCC Smart Living Pavilion @ InnoEX 2025
InnoEX 2025, co-organised by the Innovation, Technology and Industry Bureau (ITIB) of HKSAR Government and the HK Trade Development Council (HKTDC), took place from April 13-16 at HKCEC, concurrently with the HK Electronics Fair. The two fairs attracted approximately 88,000 visitors from 148 countries and regions. Over half of respondents intend to expand into emerging markets, including ASEAN, Mainland China and the Middle East.
SCC staged a “Smart Living Pavilion” at InnoEX 2025, showcasing smart living technologies from HK companies. The pavilion was visited by notable figures including Financial Secretary Paul Chan, Under Secretary for Innovation, Technology and Industry Lillian Cheong, Commissioner for Digital Policy Tony Wong, and HKTDC’s Chairman Dr Peter Lam, Executive Director Margaret Fong and Deputy Executive Director Sophia Chong, as well as representatives and users from I&T sectors. The SCC project is funded by the General Support Programme of the Innovation and Technology Fund and sponsored by the E-Commerce Association of HK, with support from the HK Software Industry Association and the HK Information Technology Joint Council.

「低空經濟發展會議2025」黃偉綸作主題演講 Hon Michael Wong delivered keynote at LAE Development Conference
A highlight of this year's InnoEX was the newly-added low-altitude economic (LAE) zone. In addition, the Greater Bay Area Low Altitude Economy Alliance (LAEA) and HKTDC organized a LAE Development Conference 2025 on the first day of the exhibition, 13 April. Hon Michael Wong, Deputy Financial Secretary of HKSAR Government and Head of the Working Group on Developing LAE, was the keynote speaker, while LAEA’s Founding President Hon Elizabeth Quat delivered welcome remarks. Dr Winnie Tang, LAEA’s Vice President and SCC’s Honorary President, provided an overview of LAE development in the GBA and moderated a panel discussion featuring senior representatives from China Mobile HK, Aerofugia, INSKY Lab, GODO Innovation Technology, and Vertaxi.
LAEA signed a Memorandum of Understanding (MoU) with the Zhuhai Xiangzhou District People's Government on April 13.

Secretary for Education of HKSAR Government Dr Choi Yuk Lin, SCC Founder and Honorary President Dr Winnie Tang and Chairman of the Board of Directors of Education City (EdCity) Mr Armstrong Lee, witnessed the MoU signing between SCC President Gary Yeung and EdCity Executive Director Dr Tenny Lam during EdCity’s 25th Anniversary Celebration on March 14. The collaboration focuses on Learning and Teaching Expo (LTE).
Organized by SCC and presented by Hong Kong Education City with support from the Education Bureau of HKSAR, LTE 2025 will take place at HKCEC from 2-4 July. As one of Asia’s largest educational platform, the Expo connects educators, thought leaders, and industry innovators from around the globe, all dedicated to advancing educational practices. This year's theme, 'Education: A Shared Future for All', offers a revitalised experience for the education community. New spotlight features include Principals’ Conference, Kids’ AI Summit, Steam Zone, Language Learning Hub and Startups Circle. This is an annual educational festival that one can’t miss!

The Greater Bay Area Low Altitude Economy Alliance (LAEA) held a press conference on May 20 on "Proposed Revisions to Low-altitude Economy Legislation," presenting 15 recommendations that focus on key issues such as drone operator licensing requirements, air traffic regulation, system and data security, privacy protection, and accident investigation standards. These proposals aim to provide forward-looking strategies for the healthy development of Hong Kong’s low-altitude economy. Please visit the above link for the press release (in Chinese).

The Greater Bay Area Low-Altitude Economy Alliance (LAEA) has taken multiple initiatives in recent months including visiting the National Health Commission's Human Tissue and Organ and Medical Big Data Center; establishing a LAE Legal and Regulatory Task Force; signing an MoU with HKUST; visiting low-altitude enterprises in Zhuhai, establishing a working group for the HK-Zhuhai-Macao Bridge Low-Altitude Transport Corridor; attending the launch ceremony of the low-altitude regulatory sandbox; as well as introducing LAE to Members of the Construction Industry Council (CIC) at its "See What I See" event.

Funded by the HYAB Funding Scheme for Youth Entrepreneurship in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA), SCC has launched a three-year GBA Youth Entrepreneurship (Smart City) Program to assist Hong Kong youth in seizing opportunities in the GBA. This program provides support in two areas: 1) Seed funding; 2) Entrepreneurial support and incubation services. Welcome to submit application by August 31.

Institute of Planners (HKIP) Awards are given each year to honour the outstanding achievements of its members and related professionals in town planning. Entrants of the 2024 Awards attended a face-to-face interview to present their professional and community work to SCC Founder and Honorary President Dr Winnie Tang and other Members of the Adjudication Panel Member on 24 May.
《SCC President Gary Yeung and Vice President Dr Daniel Chun shared their insights at the “Al-Powering Urban Transformations” Panel Discussion at HK Institute of Planners International Planning Conference 2025 on 8 May. Themed “Urban Horizons: Shaping the Future of Global Cities”, this year’s conference explored innovative, feasible, and sustainable urban planning and management solutions within a range of trending planning topics.

“The Power of GenAI” was the theme of ”AI+“ talk cum members’ networking event co-organized by LAEA and SCC AI and Cloud Committee on 25 March. Mr Brian Sun, Chief Systems Manager (Data Application) of the Digital Policy Office at ITIB, discussed “How can we ensure AI safe and secure driving: SMART innovation” while Mr Keith Wong, Vice Chairman of the SCC AI & Cloud Committee, presented on “Unlocking Insights: The revolution of LLMs and AI computing”.

To further promote the Common Spatial Data Infrastructure (CSDI) and enhance public interest in spatial data, GeoSpatial Lab (GeoLab) is organizing the "CSDI Awards 2025 - Co-creation X Northern Metropolis X Spatial Data". Participants can explore various applications of spatial data in the Northern Metropolis across multiple domains, including environment, transportation, economy, urban planning and community development, proposing creative solutions for sustainable development and social well-being.

從太空看地球創新挑戰賽 GeoSpace Innovators Challenge
由GIS學院及Esri中國(香港)主辧、SCC及「Map In Learning」計劃協辦的「從太空看地球創新挑戰賽」現已接受報名, 6月8日或之前截止遞交作品。比賽對象是中學老師及學生;目的是鼓勵中學生運用地理資訊系統(GIS),對太空遙感衛星圖像進行分析(satellite image analysis),讓學生運用資訊科技和空間數據,發現和解決現實世界的問題,提升數據素養。傑出作品將會在7月初的「學與教博覽」上展示。

The “GeoSpace Innovators Challenge”, organised by GIS Academy and Esri China (HK) and co-organised by SCC and the "Map In Learning" program is now accepting applications until 8 June. Targeting secondary school teachers and students, the competition aimis to encourage secondary school students to use geographic information systems (GIS) to analyze space remote sensing satellite images (satellite image analysis), allowing students to use information technology and spatial data to discover and solve real-world problems and improve data literacy. Outstanding works will be showcased at the Learning and Teaching Expo in early July.

“The Power of GenAI” was the theme of ”AI+“ talk cum members’ networking event co-organized by LAEA and SCC AI and Cloud Committee on 25 March. Mr Brian Sun, Chief Systems Manager (Data Application) of the Digital Policy Office at ITIB, discussed “How can we ensure AI safe and secure driving: SMART innovation” while Mr Keith Wong, Vice Chairman of the SCC AI & Cloud Committee, presented on “Unlocking Insights: The revolution of LLMs and AI computing”.

To further promote the Common Spatial Data Infrastructure (CSDI) and enhance public interest in spatial data, GeoSpatial Lab (GeoLab) is organizing the "CSDI Awards 2025 - Co-creation X Northern Metropolis X Spatial Data". Participants can explore various applications of spatial data in the Northern Metropolis across multiple domains, including environment, transportation, economy, urban planning and community development, proposing creative solutions for sustainable development and social well-being.

從太空看地球創新挑戰賽 GeoSpace Innovators Challenge
由GIS學院及Esri中國(香港)主辧、SCC及「Map In Learning」計劃協辦的「從太空看地球創新挑戰賽」現已接受報名, 6月8日或之前截止遞交作品。比賽對象是中學老師及學生;目的是鼓勵中學生運用地理資訊系統(GIS),對太空遙感衛星圖像進行分析(satellite image analysis),讓學生運用資訊科技和空間數據,發現和解決現實世界的問題,提升數據素養。傑出作品將會在7月初的「學與教博覽」上展示。

The “GeoSpace Innovators Challenge”, organised by GIS Academy and Esri China (HK) and co-organised by SCC and the "Map In Learning" program is now accepting applications until 8 June. Targeting secondary school teachers and students, the competition aimis to encourage secondary school students to use geographic information systems (GIS) to analyze space remote sensing satellite images (satellite image analysis), allowing students to use information technology and spatial data to discover and solve real-world problems and improve data literacy. Outstanding works will be showcased at the Learning and Teaching Expo in early July.
