Smart City Consortium (SCC) held its 10th Annual General Meeting and the 41st Council Meeting on 5 May 2026. Mr Gary Yeung was re-elected as President for a two-year term. The Vice Presidents are Dr Rosana Wong, Mr Clement Fung, Dr Daniel Chun, Mr Damien Wu and Mr Stanley Lee. Mr Sam Fan was appointed Honorary Treasurer and Mr Vandia Yang was appointed Honorary Secretary.
President Gary Yeung delivered a report on SCC‘s work for the past year and introduced SCC’s initiatives in five priority areas : Smart City Academy (SCA), Geospatial Lab (GeoLab), GBA Low Altitude Economy Alliance (LAEA), Learning & Teaching Expo (LTE) and HYAB Funding Scheme for Youth Entrepreneurship in the Guangdong-Hong Kong-Macao Greater Bay Area.

香港國際創科展 2026 「SCC智慧生活展館」 SCC Smart Living Pavilion @ InnoEX 2026
The InnoEX 2026, co-organised by the Innovation, Technology and Industry Bureau (ITIB) of HKSAR Government and the HK Trade Development Council (HKTDC), was held from April 13 to 16 at HKCEC. It ran concurrently with HKTDC’s HK Spring Electronics Fair. The two exhibitions were a resounding success, attracting over 88,000 visitors from 155 countries and regions. Visitors from outside Hong Kong mainly came from the Chinese Mainland, Japan, India, the United States, and Korea, among others.
SCC set up a “SCC Smart Living Pavilion” at InnoEX 2026, showcasing smart living technologies from HK companies, covering “AI empowered fire safety management”, “Technology integrated into everyday life”, “GeoAI solutions for enhancing construction workflow”, “Poffices GenAI Agents System”, “Smart city technologies to combat smart crime”, “Smart property management solutions” and “Smart secure and encrypted storage solutions”.
Prof Sun Dong, Secretary for Innovation, Technology and Industry, and stakeholders and users from I&T sectors visited the SCC Pavilion. SCC exhibitors described the experience at the four-day event rewarding. They said the Expo enabled them to stay abreast of the latest developments in innovation and technology through interaction with other technology companies, industry experts and scholars.
The SCC project is funded by the General Support Programme of the Innovation and Technology Fund and sponsored by the E-Commerce Association of HK, with support from the HK Software Industry Association and the HK Information Technology Joint Council.

香港國際創科展2026「低空經濟發展會議」 Low-Altitude Economy Development Conference @InnoEX 2026
The low-altitude economy was one of the key focuses of InnoEX 2026. The Working Group on Developing Low-Altitude Economy of the HKSAR Government (Working Group), the GBA Low Altitude Economy Alliance (LAEA) and HKTDC set up a low-altitude economy exhibition zone at the 4-day exhibition. In addition, the three parties hosted “LAE Development Conference 2026: Building an Innovation Hub for a Low-Altitude Ecosystem” on April 15.
Mr Michael Wong, Deputy Financial Secretary of HKSAR Government and Head of the Working Group, was the keynote speaker, while President of Our Hong Kong Foundation Dr Jane Lee moderated a panel discussion. LAEA’s Founding President Hon Elizabeth Quat delivered closing remarks.
「低空經濟 — 智慧房屋物業管理的機遇與展望」研討會 Low-Altitude Economy for Smart Property/Housing Management seminar
Organised by City University of Hong Kong (CityU), LAEA and SCC, the seminar titled “Low-Altitude Economy — Opportunities and Prospects for Smart Housing and Property Management” was held at CityU on 13 March. The event brought together government officials, scholars and industry representatives to explore in depth the integrated development of the low-altitude economy and smart property management. More than 500 guests attended the seminar.
Co-organisers of the seminar included the Asia Pacific Chapter of the Chartered Institute of Housing, HK Institute of Surveyors, HK Institute of Facility Management and HK Institute of Housing. It was supported by the Working Group on Developing the Low-altitude Economy of the HKSAR Government, the HK Housing Authority, the Housing Managers Registration Board, and the Property Management Services Authority.
Secretary for Housing Ms Winnie Ho, Founding President of LAEA Hon Elizabeth Quat, and CityU Vice President Prof Anderson Shum delivered Opening Remarks. SCC Vice President Dr Rosana Wong served as the moderator of a panel discussion. CityU’s Associate Vice-President Prof Li Lishuai and Head of Department of Architecture and Civil Engineering Prof Dai Jianguo, SCC President and LAEA Honorary Secretary Gary Yeung and Assistant Privacy Commissioner for Personal Data (Legal) of the Office of the Privacy Commissioner for Personal Data Ms Fiona Lai were among the speakers.
地理空間實驗室營運合約 Tender awarded for operation of Geospatial Lab
The Development Bureau (DEVB) announced on March 31 that the tender for the provision of services for the operation of the Geospatial Lab (GeoLab) has been awarded to the Tung Wah Group of Hospitals (TWGHs) and SCC, as the operating and supporting organisations respectively. Both organisations have been responsible for operating the GeoLab for the past five years.
The Spatial Data Office of the DEVB looks forward to continuing its collaboration with the TWGHs and the SCC, reaching out to schools and communities, and further promoting and advocating the use of spatial data, with a particular focus on applications that integrate spatial data and AI in the next two years. 大灣區低空經濟聯盟進行多項工作 GBA Low-Altitude Economy Alliance’s initiatives
The Greater Bay Area Low-Altitude Economy Alliance (LAEA) has carried out multiple initiatives in recent months including conducting field inspections on low-altitude economy (LAE) infrastructure development in Nanjing and Suzhou, signing Memoranda of Understanding with the China Foreign Trade Centre and the Liaoning Aviation Industry Development Promotion Association, and organising consultation sessions for HK’s five-year LAE development plan. Additionally, the Alliance continues to follow up closely and support members approved under Regulatory Sandbox X in advancing their respective project implementation progress.
SCC will launch a new round of Artificial Intelligence (AI) training seminars. The first one, themed " The Path for SMEs to Implement AI”, will be held on June 5 at 4-6 pm at H6 CONET Activity Room C, 99 Queen’s Road Central, with Mr Benny Lam as the lecturer. Mr Lam is the Founding Vice Chairman of the Technology Incubation Network in HKSTP, Technical Advisor of GBA Blockchain Technology Association, and Vice Chairman from the Data Security Association. The SCC project is funded by the General Support Programme of the Innovation and Technology Fund and sponsored by E-Commerce Association of HK, with HK Software Industry Association and HK Information Technology Joint Council as Supporting Organisations. 大灣區青年創業 (智慧城市) 計劃 GBA Youth Entrepreneurship (Smart City) Program
Under SCC’s Greater Bay Area Youth Entrepreneurship (Smart City) Program, a series of entrepreneurial incubation lectures are being held to help entrepreneurs master key knowledge and skills.
Upcoming lectures include “GBA Startup Journey of the Hong Kong Youth” on May 11, followed by “GBA Innovation Hubs Guide (Qianhai)” on May 29. Both sessions will be conducted in Cantonese. In the past two months, SCC has organized six entrepreneurial incubation lectures, including “VC View: Startup Valuation” on April 22, “Brand Content & IP Trading” on April 10, “Experience of an Entrepreneur” on March 20, and “Startup System & Risk Management” on March 6. This program is supported by the Funding Scheme for Youth Entrepreneurship in the Guangdong-HK-Macao GBA under the Youth Development Fund.
