Charles is a Chartered Engineer with over 35 years of experiences in traffic and transport planning and transport system development. Currently he is the Transport Advisor of Project Management Department of Sun Hung Kai Real Estate Agency Limited.   Prior to that, Charles was the Executive Director of AECOM Asia Company Ltd. overseeing the Traffic & Transport Division in Hong Kong and South East Asia.  Charles graduated with a BSc in Civil Engineering at University of Southampton, UK and obtained his Master degree in Transportation at University of British Columbia, Canada. 

Charles has been serving different committees and professional bodies over the years. Charles is the current Chairman of Smart Mobility Committee of Smart City Consortium (SCC); President of Intelligent Transportation Systems Hong Kong (ITS-HK); and Deputy Chairman of Logistics & Transportation Division of Hong Kong Institution of Engineers (HKIE).  He is also Hong Kong Convention Ambassador of Hong Kong Tourism Board; Departmental Advisory Committee of Electrical Engineering Department of The Hong Kong Polytechnic University; and member of Road Safety Research Committee of Transport Department; the Appeal Tribunal Panel (Buildings); Review Panel under the Land (Miscellaneous Provisions) Ordinance of Development Bureau; and Technical Sub-Committee of the Hong Kong Quality Building Assessment Panel.
