Smart City Consortium signs Memorandum of Understanding with mainland's Smart City Development Alliance
Smart City Consortium (SCC) signed Memorandum of Understanding (MOU) with Smart City Development Alliance (SCDA) on 13 April, 2016 at the Internet Economy Summit (the "Summit") held in the Hong Kong Convention and Exhibition Centre, organized by the HKSAR Government. The MOU signing was witnessed by Leung Chun-ying, Hong Kong Chief Executive; Mr. Xu Lin, Deputy Director of the Cyberspace Administration of China, Mr. Nicholas Yang, Secretary for Innovation and Technology; and Ms. Qiu Hong, Vice Director of the Liaison Office of the Central People's Government. Mr. Eric Yeung, Convener of SCC and Mr. Fang Fahe, representative of SCDA signed the document at the Summit.
Mr. Eric Yeung said that he was pleased to sign the MOU with Smart City Development Alliance. He said that this was an important step towards cooperation between the two organizations in the construction of Smart Cities in Hong Kong and China, and it also provided business opportunities for Hong Kong experts, scholars and enterprises to participate in the construction of Smart Cities in the Mainland.
Eric said that since SCC was established in March this year, they have received strong support from the community, and the number of members has been increasing. "This reflects that the Hong Kong community, particularly local innovation and technology sector, has high expectation on building smart city. Apart from attending the second China Smart City (International) Innovation Conference in Jinan in March, SCC will continue to participate actively in the world’s smart city-themed activities to exchange ideas and learn from other cities. During the months to follow, the sub-committee of SCC will gather professional opinions extensively from the industry experts. As SCC plans to submit proposal to the HKSAR Government by the end of this year to make recommendations on the directions of building smart city in Hong Kong." Eric continued.
Mr. Fang Fahe, representative of SCDA, said that the Alliance was under the guidance of National Development and Reform Commission (NDRC) which is an exchange platform established jointly by the Municipal and Small Town Reform and Development Centre of NDRC and other units. Fang said, "SCDA aims to adopt market-oriented operation mechanisms in accordance with the requirements of new town development, so as to facilitate smart city decision making, urban governance, public services, and information for the public." He continued, "I am honored to represent the Alliance in the signing of MOU, and I believe the cooperation between the two organizations will bring their respective strengths to full play and achieve win-win results."
智慧城市聯盟於今日在由特區政府主辦,於香港會議展覽中心舉行的互聯網經濟峰會2016上,與智慧城市發展聯盟簽訂諒解備忘錄,在行政長官梁振英先生、國家互聯網資訊辦公室副主任徐麟先生、創新及科技局局長楊偉雄先生和中聯辦副主任仇鴻女士的見證下,智慧城市聯盟召集人楊全盛先生以及中國智慧城市發展聯盟代表方發和先生簽署有關文檔。
智慧城市聯盟召集人楊全盛表示,很高興與中國智慧城市發展聯盟簽訂諒解備忘錄,他認爲這是雙方在建設智慧城市上邁向合作的重要一步,也爲香港的專家學者及企業參與內地智慧城市中參與標準制定,以及各項建設工作提供機會及發展空間。
楊全盛表示,自智慧城市聯盟於本年3月份正式成立後,獲得社會各界的大力支持,會員人數不斷增加,反映香港各行業,尤其是本地創新及科技業界對建設智慧城市熱切期待。聯盟除於上月底組團參與於濟南舉行的第二屆中國智慧城市(國際)創新大會外,亦將繼續積極參與世界各地以智慧城市爲主題的活動,轄下的各個委員會也將匯集相關專家及業界持份者的專業意見。聯盟亦計劃於年底向特區政府遞交建議書,就香港建設智慧城市的方向提出業界意見。
中國智慧城市發展聯盟代表方發和先生表示,聯盟是在國家發改委指導下,由國家發改委城市和小城鎮改革發展中心與多個單位共同發起的交流平臺。旨在按照新型城鎮化的發展要求,採取市場化機制運行,以推動智慧城市在決策管理、城市社會治理、公共服務、資訊惠民等方面的應用。他表示很榮幸今天能代表聯盟參與是次儀式,期望透過加強雙方之間的交流,發揮雙方各自優勢,達到互利共贏的效果。
